Once you're ready have your first army take back st.petersburg and your second army move past them to take Riga. Take moldovia and hold it as this provides you with a bottleneck allowing you to keep a moderate size force there to hold the bottleneck and transfer units to armies one and two to deal with the swedes. At this point the third army should be the biggest and use it to eliminate the Crimean khanate and push the ottomans back. At the start of the game your economy is shit and you are at war with the ottomans. Finally your southern army dealing with the Caucasus. Your army in southern Europe starting in the Ukraine dealing with the Crimean khanate then the ottomans and maybe the Austrians or Polish 4. Army in northern Europe by the baltics this will be helping you intialy with Sweden and courland then it will help with Poland and eventually Prussia.
I'll list each army and refer to them with the number throughout.1.The north front against Sweden (this one pushes into the Nordic countries) 2. These can vary in size according to your economic capabalities and needs in the region. So as Russia you are effectively going to have 3 fronts and want a minimum of 4 armies. Think we missed one?
